Can someone explain the Bond process?

Well here it goes......my mom is basically lying to me and blackmailing me at the same time. She is telling me that my bonds are in another state and that the IRS is the reason i am not recieving them. She id basically telling me that she needs some of it but making me feel guilty about my choices in life She also claims that the lawyer (not my lawyer) is telling everyone to sit on everything due to that fact that i filled taxes and so did my parents. I don't know what to do anymore. I first talked about the bonds to my mother a year ago and she threatened to burn them....Now they wouldnt be in another sate if you can physically burn them, can you? Please if anyone can explain the bond process and what my next move should be?
