Is it true that you can get your sate ID for free on your birthday?

I am abut to turn 18 and I heard that I could get my California sate ID on my birthday. Is that true? Is it true that some DMVs don't open on Fridays, since my b-day is on a Friday. I will be going to one at inglewood, does anyone know if that DMV open Fridays or offer free IDs? Thanks in advance, 10 oints best answer.
